Harris County Inmate Mail
All mail sent to inmates must include:
- The sender’s full name,
- Complete return address,
- The inmate’s full name (the name they were booked under),
- The inmate’s SPN,
- The inmate’s housing facility and cell block location.
Incoming mail without this information will be returned to the sender. Letters without a return or improper address will be sent to the U.S. Post Office for disposal. All mail sent to inmates is inspected upon receipt by the Harris County Sheriff’s Office.
Letters with body fluids (including lipstick), makeup, perfume, and other substances will be returned to the sender.
Correspondence is communication by letters and information provided by newspapers.
- Newspapers must be delivered directly from the publisher.
- Items like periodicals, books, and packages that do not meet the definition above cannot be returned to individuals incarcerated at the Harris County Jail.

- Greeting cards
- Envelopes
- Pens
- Obscene pictures (Pictures depicting FULL or PARTIAL nudity)
- Pencils
- Perfumed letters
- Markers
- Packages
- Stickers
- Cash or money orders
- Food or food items
- Contraband
- Stamps
- Computer-generated materials downloaded from the Internet
- Photocopied images or facsimiles
- Medicine
Please note that only non-offensive photographs will be accepted. The pictures should not be sexual, should not contain gang references, and should not display guns, drugs or drug paraphernalia. Also, please ensure that the size of the photographs does not exceed 5″ x 7″. Each package should have a maximum of 10 photos.
Process of Sending Mail to an Inmate
- All mail should be managed in the following manner:

- After the mail has been properly addressed, it can be sent via the USPS (United States Postal Service).
